Estonia - switching unions: impacts of EU membership on tourism development.

This chapter first describes the evolution of the tourism industry in Estonia from the Soviet era down to the transition era (1991-94) and then to the period of EU accession (1995-2003). It then introduces the Estonian National Tourism Development Plan 2002-05 and 'Brand Estonia', and describes inbound tourism to Estonia in 2004. The impacts of EU membership on Estonian tourism are then discussed. It is shown that (1) EU membership fostered a positive business climate and stimulated investment in infrastructure; (2) regulatory changes associated with EU membership stimulated increased transport access and removal of border controls; and (3) imminent EU membership led to increased media coverage of Estonia both within and outside the EU.
