Canadian agricultural environmental policy: from the right to farm to farming right.

This chapter describes key features of Canadian agricultural environmental policy, assesses the effectiveness of the Canadian approach and compares this approach to agricultural environmental policies in the EU and the USA. The chapter provides an overview of key environmental issues involving primary agriculture in Canada and also describes the policy instruments that have been applied in response to those issues. Two main themes are developed. First, Canadian agriculture, relative to most of the developed world, is a low-input intensity production system. This has important implications with respect to the demand for environmental policy targeted at the sector, especially in comparison with some high input intensity European countries. Secondly, as a federal state, environmental policy that is applied to agriculture in Canada is exercised by the federal government, the provincial governments, municipal and regional governments. The chapter also reveals that costs of environmental compliance are relatively low in Canada.
